Repeals Section 71113 of Public Law 119-21, which prohibited Medicaid payments to certain entities

Restores Medicaid reimbursement eligibility for "prohibited entities" as defined in the original law

Requires retroactive payment for medical services provided by affected entities during the period between Public Law 119-21's enactment and this bill's passage
