Authorizes five southeastern Alaska Native communities (Haines, Ketchikan, Petersburg, Tenakee, and Wrangell) to form Urban Corporations under the Alaska Native Claims Settlement Act, addressing their original exclusion from eligibility under the 1971 law

Conveys approximately 23,040 acres of federal land (surface estate) to each of the five new Urban Corporations, with the subsurface estate going to the Regional Corporation for Southeast Alaska

Enrolled Alaska Natives from these communities who are shareholders in the Regional Corporation for Southeast Alaska receive 100 shares of Settlement Common Stock in their respective new Urban Corporation while maintaining at-large shareholder status for regional distributions

Requires conveyed lands to remain open for subsistence uses, noncommercial recreational hunting and fishing, and public access, with the Urban Corporations able to impose reasonable restrictions for safety, cultural protection, or environmental purposes

Authorizes $12,500,000 in appropriations to provide five grants of $2,500,000 each to support implementation activities including planning and development for the new Urban Corporations
