Repeals Subtitle B of Title VII (health provisions) of the One Big Beautiful Bill Act (Public Law 119-21), restoring prior law as if those changes had never been enacted

Permanently extends enhanced Affordable Care Act premium tax credits by removing the 400% of federal poverty level income cap for eligibility

Establishes sliding scale premium percentages: 0% for households up to 150% of poverty level, increasing gradually to 8.5% maximum for households at 400% of poverty level and above

Applies to taxable years beginning after December 31, 2025
