Assigns the Assistant Secretary of Commerce for Industry and Analysis new responsibilities to promote stability and resilience of critical supply chains and emerging technologies that strengthen U.S. national security

Establishes a Supply Chain Resilience Working Group within 120 days of enactment, composed of representatives from 10 federal agencies including Defense, Homeland Security, State, Energy, and Agriculture

Requires the Assistant Secretary to designate critical industries, supply chains, and goods within 120 days, with updates at least every 4 years, and submit annual reports to Congress on supply chain resiliency strategies starting 18 months after enactment

Protects voluntarily submitted critical supply chain information from public disclosure under FOIA and from use in civil actions without written consent of the submitting entity

Authorizes no additional funds for implementation and includes a 10-year sunset provision terminating all requirements under the Act
