Amends Section 289 of the Immigration and Nationality Act to replace the current "50 percent American Indian blood" requirement for border crossing rights

Members or those eligible for membership in a federally recognized Indian Tribe in the United States would qualify for free passage across U.S. borders

Canadian First Nations individuals registered under Canada's Indian Act (R.S.C., 1985, c. I-5) would qualify for the same border crossing rights

Members of self-governing First Nations in Canada would also be eligible for free passage across U.S. borders
