Amends Section 3014(a) of title 18, United States Code, to impose a mandatory $5,000 special assessment on non-indigent persons or entities convicted of human trafficking offenses

The $5,000 assessment is in addition to the existing assessment required under Section 3013 of the U.S. Code

Removes the previous sunset date provision that limited when the special assessment could be imposed, making it permanent
