Terminates the U.S.-People's Republic of China Income Tax Convention (signed April 30, 1984, effective January 1, 1987) if China's military attacks Taiwan

Requires the Secretary of the Treasury to provide written termination notice to China within 30 days of the President certifying that the People's Liberation Army has initiated an armed attack against Taiwan

Termination notice must be delivered through diplomatic channels as provided under Article 28 of the Convention

Mandates the President notify the Senate Committee on Foreign Relations and Senate Committee on Finance of any such termination
