Establishes a Community-based Refugee Reception Program within 90 days of enactment, allowing groups of at least 3 U.S. citizens or permanent residents to sponsor refugees and provide initial resettlement services for a minimum of 90 days

Exempts refugees admitted through community sponsorship from standard numerical immigration caps under sections 202, 203, 204, and 207 of the Immigration and Nationality Act

Requires community sponsorship groups to complete mandatory pre-arrival training, raise sufficient funds (amount determined by Secretary of State), and provide housing, furnishings, food, and assistance accessing medical, employment, and educational services

Mandates annual reporting to state and local governments on estimated refugee resettlement numbers, sponsorship applications received, and approved community groups awaiting refugee arrivals

Authorizes appropriations beginning fiscal year 2026 and preserves refugees' access to all public benefits and federal assistance programs regardless of whether they received services through community sponsors
