Reauthorizes the Global Fragility Act of 2019 through 2030, extending the Prevention and Stabilization Fund and Complex Crises Fund authorization from 2024 to 2030

Discontinues Global Fragility Strategy implementation in Haiti and Libya while continuing programs in Coastal West Africa, Mozambique, and Papua New Guinea, with authority to add new priority countries within one year of enactment

Requires annual interagency Steering Committee meetings chaired by the Deputy Secretary of State or Deputy National Security Advisor to evaluate alignment of country plans with U.S. policy priorities

Designates the Counselor of the Department of State to lead strategy implementation and requires regional bureaus to assign conflict prevention experts to assist

Expands interagency coordination to include the U.S. Development Finance Corporation and Millennium Challenge Corporation, and requires the Secretary of Defense to appoint a senior official to lead monitoring, evaluation, and learning activities
