States and local governments that substantially limit cash bail for "covered offenses" would become ineligible for Edward Byrne Memorial Justice Assistance Grants starting the first fiscal year after enactment

Covered offenses include violent and sexual crimes such as murder, rape, sexual assault, carjacking, robbery, burglary, and assault

Covered offenses also include public disorder crimes such as looting, vandalism, destruction of property, rioting, inciting to riot, and fleeing from law enforcement

The Attorney General would be prohibited from awarding, renewing, or extending grants to jurisdictions with policies that limit cash bail availability for individuals charged with these offenses
