Increases the base penalty for illegal reentry after removal from up to 2 years to up to 5 years imprisonment

Establishes up to 10 years imprisonment for aliens with prior convictions of 3 or more misdemeanors involving drugs or crimes against persons, a non-aggravated felony, terrorism-related removal, or 3 or more prior removals

Creates a mandatory minimum sentence of 5-20 years for aliens previously convicted of an aggravated felony or convicted at least twice of illegal reentry

Expands the definition of "removal" to include any agreement where an alien stipulates to removal during federal or state criminal proceedings

Transfers certain authorities from the Attorney General to the Secretary of Homeland Security for consenting to alien readmission
