Requires pharmaceutical and medical device manufacturers to publicly disclose payments made to patient advocacy organizations, expanding the existing Open Payments program under the Social Security Act

First reports due March 31, 2027, with subsequent annual reports due on the 90th day of each calendar year thereafter

Disclosures must include the name of the patient advocacy organization and the amount of each covered payment, submitted electronically to the Secretary of Health and Human Services

Covers both direct payments and indirect payments routed through third parties where the manufacturer directs or causes the payment to reach the patient advocacy organization

Defines patient advocacy organizations as 501(c)(3) nonprofits that provide patient education, advocacy, or support services, address diagnosed medical conditions, or have missions helping vulnerable individuals affected by medical conditions
