Hospitals with approved medical residency training programs must report annually to HHS the number of applicants and acceptances from osteopathic (DO) and allopathic (MD) medical schools for each program, beginning with fiscal year 2025

Hospitals must affirm they consider applicants from both osteopathic and allopathic schools, and if exam scores are required, must accept either COMLEX or USMLE at the applicant's choice

Non-compliant hospitals face a 2% reduction in Medicare payments for each fiscal year of non-compliance, effective for discharges on or after October 1, 2026

HHS must publish the reported applicant and acceptance data, along with hospital affirmations, on a public website

The bill explicitly does not mandate that residency programs accept students or specific numbers of students from either type of medical school
