Secretary of Agriculture must convey approximately 45 acres of Forest Service land in Ouray County, Colorado, including Crystal Reservoir, Full Moon Dam, and associated water infrastructure to the City of Ouray at no cost to the city (except survey costs)

Conveyance includes all federal water rights associated with the land, including Full Moon Ditch and Reservoir Number 10 rights established by Colorado Civil Action No. 1959 (May 11, 1942)

City must maintain the land as permanent open space with free public access for recreation including fishing, and cannot conduct commercial development or construction beyond dam/reservoir maintenance

City assumes all repair, operation, and maintenance costs for Full Moon Dam and related infrastructure upon conveyance, and must manage water rights under Colorado state law

Federal government retains reversionary interest allowing land to revert to U.S. ownership if the City violates the terms and conditions, at the Secretary's discretion
