Establishes permanent automatic funding for SSA administrative expenses at 1.2% of annual benefit payments starting FY2026, removing these costs from discretionary budget caps and congressional budget allocations

Prohibits closure or reduction of services at any SSA field or hearing offices that existed on January 1, 2025, maintains staffing at 2024 levels, and exempts SSA from hiring freezes

Limits SSA's authority to transfer positions from competitive to excepted civil service (no more than 1% of employees per presidential term) and requires employee consent for such transfers

Appropriates $2 billion for FY2026-2035 to improve SSA customer experience, reduce disability claims backlogs, and modernize IT systems, plus establishes grant programs ($25 million and $15 million annually) for legal assistance to disability benefits applicants
