Amends Section 3124(e) of title 18, United States Code to create a mandatory denial of pretrial release for certain defendants

Requires judicial officers to find a person ineligible for pretrial release if they are currently charged with a felony offense and have a prior felony conviction for a crime of violence

The prior violent felony conviction must have resulted in serving at least 30 days in a state or federal correctional facility to trigger the pretrial detention requirement

Applies to adults and juveniles charged as adults; excludes periods of pretrial detention without conviction from the 30-day incarceration calculation
