Authorizes advance appropriations beginning in fiscal year 2026 for Bureau of Indian Affairs accounts (Operation of Indian Programs, Contract Support Costs, Indian Guaranteed Loan Program, Construction, Payments for Tribal Leases) and Bureau of Indian Education accounts (Operation of Indian Education Programs, Education Construction)

Authorizes advance appropriations for Indian Health Service accounts (Indian Health Services, Contract Support Costs, Payments for Tribal Leases, Indian Health Facilities), allowing budget authority to be approved one year ahead of when funds become available

Requires the Secretary of the Interior and Secretary of Health and Human Services to include detailed two-year funding estimates in the President's annual budget submission to Congress

Mandates annual reports to Congress by July 31 each year on resource sufficiency for the upcoming fiscal year, developed in consultation with Indian Tribes and including workload and demand data

Amends Title 31 U.S. Code and multiple sections of the Indian Self-Determination Act, Indian Health Care Improvement Act, and Education Amendments of 1978 to implement these advance appropriations requirements
