Amends the Justice for United States Victims of State Sponsored Terrorism Act (34 U.S.C. 20144) to create an exception for Havlish Settling Judgment Creditors who previously elected to participate in the Fund or submitted conditional payment applications

Requires all funds allocated to Havlish Settling Judgment Creditors and withheld from distribution in escrow to be released and paid to those creditors

Entitles Havlish Settling Judgment Creditors to participate in future payment rounds on equal footing with other eligible claimants, regardless of any prior conditional payment applications

Defines "Havlish Settling Judgment Creditor" as plaintiffs with eligible claims arising from the September 11, 2001 terrorist attacks who were identified in the April 16, 2014 court order in the 650 Fifth Avenue case (No. 08-CV-10934, S.D.N.Y.)

Amendments apply retroactively as if enacted on December 29, 2022
