Requires Fellows to receive at least 80 hours of formal training annually, a developmental assignment of 120-180 days, and an assigned mentor, with successful completion enabling noncompetitive conversion to permanent competitive service positions

Establishes Federal Executive Boards in 26 metropolitan areas to coordinate federal field operations, share resources across agencies, and implement management initiatives under OPM oversight
