Amends Section 402(a) of the Federal Land Policy and Management Act of 1976 to extend grazing lease and permit eligibility from "lands within National Forests" to all "National Forest System land," which includes national grasslands

Ensures ranchers with grazing agreements on national grasslands receive the same treatment and protections as permittees on other federal lands

Preserves existing laws governing national grasslands, including the Bankhead-Jones Farm Tenant Act and the Public Rangelands Improvement Act of 1978
