Foreign nongovernmental organizations cannot be disqualified from U.S. foreign assistance under Part I of the Foreign Assistance Act of 1961 based solely on health or medical services they provide using non-U.S. government funds, provided those services are legal both in the host country and under U.S. federal law

Prohibits imposing restrictions on foreign NGOs' use of their own non-U.S. government funds for advocacy and lobbying activities beyond what applies to U.S.-based NGOs receiving the same assistance

Overrides any existing law, regulation, or policy that would otherwise impose these eligibility restrictions on foreign NGOs
