Allows individuals entitled to Medicare Part A (hospital insurance) to voluntarily opt out of that coverage through a process established by the Secretary of Health and Human Services

Permits individuals who opt out to later opt back into Medicare Part A without facing any penalty

Eliminates the current requirement that individuals must give up Social Security benefits (Title II) in order to opt out of Medicare Part A

Protects individuals who opt out from having to repay any Medicare Part A benefits already received for items and services furnished before making the election
