Prohibits federal officers and employees from prescribing or enforcing any regulation that limits firearm magazines based on their ammunition capacity

Preempts all state and local laws that impose limitations, prohibitions, or penalties on firearm magazines based on capacity, rendering such laws without force or effect

Defines "firearm magazine" as any fixed or detachable device used to store and feed ammunition into a firearm, and "capacity" as the number of rounds that can be stored

Takes effect 30 days after enactment, applying to conduct occurring on or after that date
