Mandates that programs include hands-on civic engagement activities for both teachers and students

Requires programs to educate students about the history and principles of the U.S. Constitution, including the Bill of Rights

Adds requirements that programs demonstrate innovation, scalability, accountability, and a focus on underserved populations
