Requires all sponsors of unaccompanied alien children to complete fingerprint background checks, including public records checks, National Sex Offender Registry checks, FBI criminal history checks, state-by-state child abuse and neglect checks, and local police records checks before a child can be released to their custody

Mandates that all adult household members (18+) in a prospective sponsor's home must also complete the full vetting process before placement

Prohibits release of unaccompanied children to sponsors who are unlawfully present in the U.S., unless the sponsor is a biological parent, legal guardian, or relative of the child

Requires pre-release home visits for all placements and post-release monitoring consisting of at least 5 unannounced home visits during the first year and quarterly visits during the second year

Requires retroactive vetting of all sponsors who received children since January 20, 2021, and mandates monthly reports to Congress on children encountered, released, sponsor background checks, home visits, and efforts to locate missing children
