Prohibits state and local law enforcement agencies receiving Edward Byrne Memorial Justice Assistance Grants from buying or selling firearms with "covered licensed dealers" who have had 25 or more firearms with a "short time-to-crime" (recovered within 3 years of retail sale in connection with criminal activity) traced to their business in at least 2 of the past 3 years

Requires the ATF Director to publish annually a public list of covered licensed dealers on the Bureau's website, beginning within 120 days of enactment

Mandates ATF notify state and local law enforcement agencies when any firearm they transferred is subsequently used or suspected of being used in a crime

Repeals restrictions from seven appropriations laws (2003-2012) that have blocked public disclosure of ATF firearms trace data, limiting each law's application to its original fiscal year only
