Requires permanent serial numbers to be engraved, cast, or otherwise affixed to tableting machines, encapsulating machines, and their critical parts (upper punches, lower punches, and dies)

Expands the definition of "regulated person" under the Controlled Substances Act to include anyone who manufactures, distributes, delivers, sells, imports, or exports these machines or their critical parts

Mandates that regulated transactions involving these machines must be reported to the Attorney General, including the serial numbers

Makes it illegal to remove, alter, or obliterate required serial numbers, or to transport, possess, distribute, or sell machines knowing the serial number has been tampered with

Requires the Attorney General to issue implementing regulations within 180 days of enactment, including guidance for machines manufactured before the law takes effect
