Secretary of the Interior must complete within 1 year an assessment of emergency communications centers in National Park System units to determine Next Generation 9-1-1 implementation status and estimated costs for purchase, maintenance, and operation

Assessment report must be submitted to Congress and published on Department of Interior website, identifying implementation barriers including jurisdictional, technological, and legal issues

Secretary must develop an installation plan within 1 year after the assessment report for Next Generation 9-1-1 systems at identified emergency communications centers

Plan development requires consultation with state and local emergency officials, local stakeholders, and federal agencies including Commerce, Transportation, and the FCC to ensure interoperability

Parks where superintendents determine sufficient Next Generation 9-1-1 systems are already installed or being installed are exempt from the installation plan requirements
