Requires the President within 180 days to impose sanctions on Russian shadow fleet vessels transporting petroleum products in circumvention of sanctions, including vessels exhibiting unsafe maritime behavior, lacking adequate insurance, or evading the crude oil price cap, as well as foreign persons who own, operate, insure, or facilitate these vessels

Establishes 12 specific indicators of unsafe/nonstandard maritime behavior, including turning off Automatic Identification Systems, being uninsured or single-hulled, changing flag registry multiple times, and engaging in sabotage activities—with 3 or more indicators constituting prima facie evidence

Authorizes permissive sanctions on foreign persons owning or operating ports in China or India that accept oil from vessels transporting Russian crude above Price Cap Coalition maximum prices or from U.S.-sanctioned vessels, effective 15 days after enactment

Mandates sanctions on foreign persons conducting ship-to-ship transfers of Russian petroleum, providing goods/services to sanctioned vessels, or operating ports or refineries that service shadow fleet vessels

Requires the Secretary of State to report every 180 days on vessels subject to EU/UK sanctions and develop a strategy for aligning U.S. sanctions designations with European allies

Establishes minimum standards for flag state registries requiring governments to deter sanctions circumvention, ensure transparent vessel ownership, verify adequate insurance, and comply with IMO standards

Directs annual assessments through 2030 of countries not meeting flag state standards and strategies for engaging with non-compliant nations

Authorizes $200,000,000 for fiscal years 2026 and 2027 for the Countering Russian Influence Fund to support Ukraine and U.S. allies against Russian aggression, information operations, sabotage, and cyber threats

Requires reports every 30 days on remaining Presidential drawdown authority funds for Ukraine and all defense articles/services provided through various security assistance programs

Reduces congressional notification period for arms sales to Ukraine from 30 days to 15 days to expedite delivery of defense articles and services
