Amends the Immigration and Nationality Act to grant automatic U.S. citizenship to children adopted by American citizens, regardless of when the adoption was finalized

Provides automatic citizenship to internationally adopted individuals who were adopted before age 18, were lawfully admitted to the U.S. in their citizen parent's custody before age 18, never previously acquired citizenship, and currently reside in the U.S.

Allows adopted individuals living outside the U.S. who meet the first three criteria to automatically become citizens upon lawful admission to the country, with standard inadmissibility grounds waived

Requires criminal background checks for adopted individuals seeking admission from abroad, with unresolved criminal matters requiring coordination between DHS, State Department, and law enforcement before visa issuance
