Prohibits enforcement of foreign court judgments or arbitral awards in U.S. federal or state courts when the underlying claim arose from compliance with U.S. sanctions or export controls

Allows defendants to remove such enforcement actions to federal district court, which must dismiss them

Preserves rights of terrorism victims, torture victims, and hostage-taking victims who are U.S. nationals, military members, or government employees to pursue claims under existing laws

Protects contractual rights where parties agreed to resolve disputes through U.S. litigation or arbitration, and other claims arising under U.S. law related to sanctions compliance

Applies to civil actions pending on or after the date of enactment, introduced September 29, 2025 by Senators Cornyn and Padilla
