Knowingly administering an abortion-inducing drug (including mifepristone or misoprostol) to a pregnant woman without her informed consent becomes a federal crime punishable by up to 25 years in prison

An additional 25 years imprisonment may be imposed if the non-consensual administration results in serious bodily injury or death to the woman

Victims may pursue civil lawsuits to recover damages for physical and psychological injuries, statutory damages equal to 3 times the cost of injuries, and punitive damages

"Conspiring to commit an offense" includes selling, shipping, mailing, or giving abortion-inducing drugs without taking reasonable measures to verify the recipient is a pregnant woman seeking an abortion

Amends Chapter 74 of Title 18, U.S. Code, renaming it from "Partial-Birth Abortions" to "Abortions" and adding Section 1532 for forced abortion prohibitions
