Extends the African Growth and Opportunity Act (AGOA) from 2025 to 2027, including the regional apparel article program and third-country fabric program

Requires the U.S. Trade Representative to submit within 180 days a strategy to develop bilateral trade agreements with AGOA beneficiary countries, identifying at least 5 priority countries for negotiations

Mandates a comprehensive review of the U.S.-South Africa bilateral relationship, with the President required to certify within 120 days whether South Africa has engaged in activities undermining U.S. national security or foreign policy interests

Requires a classified report within 120 days identifying senior South African government officials and African National Congress leaders who may warrant sanctions under the Global Magnitsky Act for corruption or human rights abuses

Expresses congressional concern that the African National Congress's foreign policy favors China, Russia, and Hamas, undermining U.S. interests
