Prohibits evictions, mortgage foreclosures, and property lien enforcement against affected federal workers without court order, and allows courts to stay proceedings or adjust obligations when ability to pay is materially affected

Provides student loan deferment with no interest accrual during shutdowns, prohibits lenders from placing loans in default or sending them to collection without court order

Allows deferral of federal income tax collection for up to 90 days after shutdown ends with no interest or penalties, and prevents insurance policy lapses for non-payment of premiums during covered periods

Establishes enforcement through Attorney General civil actions with penalties up to $55,000 for first violations and $110,000 for subsequent violations, plus private right of action for aggrieved individuals to recover damages and attorney fees
