Secretary of Veterans Affairs must identify fraudulent activity related to disability benefit questionnaire submissions and transmit suspected fraud reports to the VA Inspector General and other investigatory bodies

VA must establish a process for claim processors to identify and report disability benefit questionnaire fraud, conduct recurring audits of submitted questionnaires, and notify applicants when their questionnaires raise fraud suspicions

VA Inspector General receives expanded authority to use any federal inspector general investigative powers necessary to investigate suspected disability benefit questionnaire fraud

VA cannot reopen or change a veteran's benefit decision based on fraud investigations unless the individual has been convicted of fraud by a court of competent jurisdiction

Secretary must submit annual reports to the Senate and House Veterans' Affairs Committees on the administration of fraud identification and reporting activities
