Appropriates funds from the Treasury to pay excepted federal employees and supporting contractors who must continue working during government shutdowns, effective fiscal year 2026 and thereafter

Covers employees across executive, legislative, and judicial branches who are designated as "excepted" or performing emergency work by agency heads, as defined by the Office of Personnel Management

Terminates automatic funding when Congress enacts regular or continuing appropriations for the affected agency

Requires expenditures made during a funding lapse to be charged against the agency's regular appropriations once a full-year or continuing resolution becomes law

Prohibits agencies from obligating these funds during periods when continuing appropriations are already in effect for the same purposes
