Prohibits federal, state, and territorial courts from enforcing judgments, decrees, or arbitration decisions that rely on Shari'a or any foreign law that violates constitutional rights of any party

Bars courts from applying foreign law in family law matters (marriage, divorce, child custody, adoption, inheritance) if inconsistent with fundamental rights or public policy

Allows contract provisions choosing foreign law unless enforcement would violate constitutional rights

Requires the Attorney General, in consultation with the Administrative Office of the U.S. Courts, to issue regulations and provide judicial education for uniform application

Takes effect 180 days after enactment
