Creates a new Twelfth Circuit Court of Appeals by splitting the Ninth Circuit, with the new Ninth Circuit covering California, Guam, Hawaii, and Northern Mariana Islands, and the Twelfth Circuit covering Alaska, Arizona, Idaho, Montana, Nevada, Oregon, and Washington

Establishes 18 circuit judges for the new Ninth Circuit and 13 for the Twelfth Circuit, with the President appointing 2 additional circuit judges for the new Ninth Circuit stationed in California

Adds 66 new permanent district court judgeships phased in over 10 years (2025-2035) across multiple states including California, Texas, Florida, New York, and others, plus 3 temporary judgeships for Oklahoma

Authorizes appropriations starting at $12,965,330 annually for fiscal years 2025-2026, increasing to $61,122,270 for fiscal year 2035 and beyond, with inflation adjustments

Assigns existing Ninth Circuit judges to either the new Ninth or Twelfth Circuit based on their duty station location, with senior judges allowed to elect their circuit assignment
