Secretary of Veterans Affairs must require each VA medical facility to partner with a rural medical facility for telehealth, co-location, equipment leasing, training, care coordination, and emergency services

Waivers from the partnership requirement may be granted for up to 5 years, with Congress notified 48 hours before taking effect and renewals requiring demonstrated necessity

All existing VA medical facilities seeing patients must comply within 3 years of enactment; new facilities must comply within 3 years of first seeing patients

Secretary must brief Congress within 180 days on implementation plans, including timeline, responsible officials, and standardized waiver forms

Biennial reports required starting 2 years after enactment, assessing partnership success through veteran enrollment numbers, service accessibility, and disability compensation recipients in partnered regions
