Requires the ERO to publicly notify FERC when the bulk-power system is in a "state of generation inadequacy" due to insufficient generation resources to maintain adequate reliability

Mandates FERC to notify the Department of Energy, EPA, and other relevant Cabinet-level agencies when generation inadequacy is declared, triggering a review process for regulations affecting power generation

Requires federal agencies to submit any proposed or pending regulations affecting generation resources to FERC for review and comment, with FERC providing recommendations to prevent significant negative impacts on grid reliability

Prohibits federal agencies from finalizing covered regulations until they respond in writing to FERC's comments and FERC determines the regulation will not significantly harm the bulk-power system's ability to maintain adequate reliability
