Amends Section 301 of the Immigration and Nationality Act to redefine who qualifies as "subject to the jurisdiction" of the United States for birthright citizenship purposes

Limits automatic U.S. citizenship at birth to children born in the U.S. with at least one parent who is: a U.S. citizen or national, a lawful permanent resident residing in the U.S., or an alien in lawful status serving in the U.S. armed forces

Children born in the U.S. to parents who are undocumented, on temporary visas, or otherwise not in the specified categories would not automatically receive citizenship

Does not apply retroactively; citizenship status of anyone born before the Act's enactment would not be affected
