Establishes U.S. policy to counter transnational criminal organizations through military capacity building and security cooperation with Mexico

Requires the Secretary of Defense to submit a plan within 180 days for a pilot program of joint U.S.-Mexico military training on U.S. soil to counter transnational criminal organizations

Training would cover rotary-wing aircraft operations, joint network analysis, counter threat financing, counter illicit trafficking (narcotics, weapons, human trafficking, natural resources), and assessments of criminal organization activity nodes

Implementation of the pilot program must begin within 15 days after the plan is submitted to Congress

Requires consultation with the Secretary of State and agreement from the Government of Mexico before submitting the plan
