Appropriates funds for fiscal year 2026 to provide pay and allowances to members of the Armed Forces during any government shutdown when interim or full-year appropriations are not in effect

Covers both active duty service members and reserve components performing active service or inactive duty training

Funding comes from Treasury money not otherwise appropriated, with "such sums as are necessary" rather than a fixed dollar amount

Appropriations automatically terminate upon enactment of any appropriation (including continuing appropriations) that covers military pay purposes
