Appropriates funds to pay federal employees, contractors supporting federal employees, and active duty military members during government shutdowns when regular or continuing appropriations have lapsed

Covers standard pay rates, allowances, pay differentials, benefits, and other regular payments for covered individuals across all executive, legislative, and judicial branch agencies

Takes effect for fiscal year 2026 and all subsequent fiscal years, with a retroactive effective date of September 30, 2025

Terminates automatic funding when Congress enacts appropriations (including continuing resolutions) for the applicable agency through the end of the fiscal year

Requires shutdown-period expenditures to be charged against the agency's regular appropriations once full funding legislation is enacted
