Appropriates emergency funding for SNAP (Supplemental Nutrition Assistance Program) and WIC (Special Supplemental Nutrition Program for Women, Infants, and Children) during any period in fiscal year 2026 when regular appropriations have not been enacted for the Department of Agriculture.

Includes retroactive coverage for any missed benefits dating back to September 30, 2025, ensuring beneficiaries receive payments even if a funding lapse has already occurred.

Requires the Secretary of Agriculture to reimburse state agencies for costs incurred in administering SNAP and WIC during appropriations lapses, including the cost of benefits issued.

Terminates the emergency appropriations upon enactment of regular or continuing appropriations for the Department of Agriculture, or on September 30, 2026, whichever comes first.

Charges all expenditures under this act to applicable future appropriations once a funding bill is enacted into law.
