Appropriates funds for fiscal year 2026 to pay U.S. Capitol Police salaries, overtime, hazardous duty pay, and benefits (health, retirement, Social Security, liability insurance, tuition reimbursement, bonuses) during any government shutdown when regular appropriations are not in effect

Covers Capitol Police members designated as excepted employees or performing emergency work, civilian employees supporting them, and contractors providing support to these officers

Funding authority terminates upon enactment of Capitol Police or legislative branch appropriations through September 30, 2026, or on September 30, 2026, whichever occurs first

Expenditures will be charged against future appropriations once enacted into law, and funds cannot be used during periods when continuing appropriations are already in effect for the Capitol Police

Takes effect retroactively as if enacted on October 1, 2025, with back pay provided as soon as practicable after enactment
