Prohibits the Secretary of the Interior from issuing leases or authorizations for oil and natural gas exploration, development, or production in specified offshore areas from the date of enactment through June 30, 2032

Applies to three protected areas: the Eastern Gulf of Mexico (as defined in the Gulf of Mexico Energy Security Act of 2006), the South Atlantic Planning Area, and the Straits of Florida Planning Area off the coasts of Florida, Georgia, and South Carolina

Codifies support for the September 8, 2020 Presidential memorandum that withdrew these outer Continental Shelf areas from leasing disposition

Preserves existing rights under any leases issued before the Act's enactment, ensuring current lease holders are not affected

Amends Section 8 of the Outer Continental Shelf Lands Act (43 U.S.C. 1337) to add the new prohibition as a new subsection
