Amends 18 U.S.C. § 3592(c) to add "ideological motive" as a new aggravating factor making defendants eligible for the federal death penalty

Covers crimes where the defendant targeted victims based on their actual or perceived political or religious beliefs, affiliations, expressions, or activities

Also applies to crimes committed to promote, retaliate against, influence, protest, or make public statements concerning any political or religious belief, practice, institution, group, ideology, event, or public figure

Directs the U.S. Sentencing Commission to amend federal sentencing guidelines to conform with the new death penalty provisions
