Amends the Immigration and Nationality Act to make noncitizens inadmissible if convicted of, or admitting to, defrauding the U.S. government or unlawfully receiving federal, state, or local public benefits

Makes noncitizens deportable if convicted of offenses involving fraud against the U.S. government or unlawful receipt of public benefits

Covers conspiracy to commit such fraud or benefits offenses in addition to the underlying crimes

Defines public benefits using existing definitions from the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (8 U.S.C. 1611(c) and 1621(c))
