Establishes liability for pediatric gender clinics, medical practitioners who performed or worked at the clinic during procedures, and affiliated hospitals and universities

Defines covered gender-transition procedures as puberty blockers, cross-sex hormones, and surgical interventions performed on minors, with exceptions for individuals with intersex conditions or life-threatening medical emergencies

Allows lawsuits to be filed up to 30 years after the individual turns 18, and applies retroactively to procedures performed before the law's enactment

Prohibits federal funding to pediatric gender clinics, affiliated institutions, or for any gender-transition procedures performed on minors
